Company / Role Overview
We are partnering with an organisation in Singapore seeking an experienced Programme Manager to lead a portfolio of strategic technology and information security initiatives. The programme is already underway and requires a senior, hands-on delivery leader who can translate strategic objectives into executable plans, coordinate multiple technical and business workstreams, manage senior stakeholders, and ensure complex initiatives are delivered with clear governance, accountability, and measurable outcomes.
Key Responsibilities
- Lead the end-to-end delivery of a portfolio of complex technology and information security initiatives, covering programme planning, execution, governance, and delivery assurance.
- Define programme roadmaps, scope, milestones, success measures, resource requirements, and delivery priorities across multiple workstreams.
- Establish and manage programme governance, budgets, dependencies, risks, issues, and resource allocation.
- Work closely with technology, engineering, security, and business teams to identify delivery gaps, clarify ownership, and drive timely resolution of issues.
- Coordinate multiple delivery teams and specialist stakeholders to ensure initiatives remain aligned to wider technology and security objectives.
- Provide clear and transparent reporting on programme progress, risks, decisions, and outcomes to senior management and executive stakeholders.
- Translate technical considerations into clear business implications, enabling informed decision-making at senior leadership level.
- Drive continuous improvement across programme delivery processes, governance practices, and ways of working.
Job Requirements
Must Have:
- At least 7 years of experience delivering complex technology and/or information security programmes, with a strong track record across large-scale or multi-year initiatives.
- Strong hands-on programme management capability, with the ability to identify gaps, challenge delivery teams, resolve ambiguity, and drive execution rather than operate purely at governance or reporting level.
- Proven experience managing multiple workstreams, budgets, dependencies, risks, resources, and competing priorities in complex enterprise environments.
- Strong stakeholder management and communication skills, including experience working with senior business and technology executives.
- Experience operating within a regulated or highly governed organisation.
Preferred:
- Practical exposure to information security or cybersecurity programmes, frameworks, controls, tooling, or transformation initiatives.
- Financial services experience and familiarity with regulatory or cybersecurity frameworks such as MAS TRM, NIST CSF, or ISO/IEC 27000.
- Relevant professional certifications such as PMP, Scrum Master, CISSP, CISM, or CISA; experience working with managed service providers or large technology vendors would also be advantageous.
